In the lower left is depicted a Canadian Patriotic Fund office, a private organization that raised money to support soldiers' families. The message here, that the families of those serving overseas were a public obligation, is visually reserved, even Victorian, but also subtly progressive: government's growing financial obligations to veterans and their families, a marked feature of both world wars, was one of the cornerstones of Canada's emerging welfare state.
