Howard Richardson Murray was born in Truro, Nova Scotia, on 17 November 1897. He was the son of James and Mary Murray.

A plumber, Murray enlisted in the 106th Canadian Infantry Battalion (Nova Scotia Rifles), Canadian Expeditionary Force in his hometown on 14 December 1915. He was later transferred to the Royal Canadian Regiment. Murray died of wounds at No. 9 Canadian Field Ambulance on 12 March 1918. The circumstances of his wounding were not recorded.

Howard Richardson Murray is buried in Thelus Military Cemetery, in France.
