Theophilus (Theodore or Theo) Henry Oliver was born in Québec City, Quebec, on 3 July 1895. He was the fifth of Stewart and Marina Oliver’s six children. His father was a civil engineer.

Oliver was a bank clerk when he enlisted in the 2nd Canadian Infantry Battalion (Eastern Ontario) at Valcartier Camp, Quebec, on 29 September 1914. He had previous military experience, having served one year in the 8th Royal Rifles militia regiment. Oliver sailed to England with his unit as a member of the First Contingent of the Canadian Expeditionary Force on 3 October 1914. After training on Salisbury Plain for four months, the Contingent was shipped to France in February 1915. Oliver was reported missing on 22 April 1915, during the Second Battle of Ypres. On 29 June 1916, Canadian military authorities declared that Oliver, who was still missing, was presumed to have died on or after 22 April 1915.
